1. General Background of Project / Assignment

 

The Establishment of a Solid Waste Management System in Kirkuk project [Phase III] aims to reduce the health risks to the population of Kirkuk caused by the accumulation of solid waste and rubble, through establishing an effective system of waste collection in the city and develops sustainable public services in the area of waste management and rubble removal. In addition it will increase employment, in particular within vulnerable groups of society, and raise awareness of the inhabitants on waste disposal and hygiene. To implement successfully this project, the Client is looking for an experienced management consultant to embedded into the Municipality office within Kirkuk. The management consultant will support, and participate in, training of senior local Kirkuk staff within the Municipality, and contribute to enhancing capacity and output accordingly. He/she will be within the senior level of the project staff management structure. The management consultant also serves as a liaison and resource capacity for the field team by establishing a smooth channel of communications for exchange of information between the Client’s project office [Erbil] and the Client’s field office [Kirkuk]. 

 

2. Purpose and Scope of Assignment

 

Under the overall guidance of the Client’s Project Manager and in coordination with the Client’s Project Team Leader, both located in Erbil, Northern Iraq, the Consultant will be responsible for delivering the following duties between 11th May – 10th July 2008: 

 

ˇ         Review and make substantial comment on Kirkuk Municipality’s management structure and practices;

ˇ         Identify areas of weakness in management systems, conduct a needs analysis, and make appropriate recommendations for effective remedial action;

ˇ         Advise and mentor senior management within the Kirkuk Municipality regarding departmental management best practices;

ˇ         In conjunction with the in-place management team, develop practical solutions aimed at improving overall coordination within the Municipality, as well as development of improved coordination mechanisms applicable between all local governments departments within Kirkuk, and between the Municipality and relevant institutions within central government in Baghdad;

ˇ         Assess, and where necessary recommend measure to improve, the Municipality’s financial section, paying particular attention to the development of effective Municipality budgeting;

ˇ         Analyze the Municipality’s ability to establish and maintain, on a sustainable basis, a fully functioning solid waste management system for the people of Kirkuk, including allocation [and funding] of appropriate levels of human resources and related equipments;

ˇ         Make recommendations to the Municipality management team regarding best practices to ensure solid waste is dealt in an effective and cost-efficient manner, from point of generation to point of disposal at the city’s [newly established] landfill;

ˇ         Conducting landfill and transfer station site inspections and preparing proposal for future development and extension;

ˇ         Recommending, in coordination with the local authority, an appropriate location for dumping of rubble; 

ˇ         Landfill gas system evaluation, design, and implementation;

ˇ         Ensuring the smooth operation of the transfer station and the landfill, maintaining a safe working environment;

ˇ         Support market development work with technical waste management experience;

ˇ         Maintain close liaison and dialogue with the Client’s representative, and be prepared to brief the Client on all issues pertaining to capacity building within the Municipality as required;

ˇ         Be prepared to take an active role in coaching and mentoring local staff in business orientated best practices, in order to improve the outputs of the Municipality;

ˇ         Ensure regular, ad hoc, verbal reports are made to the Client regarding observations, recommendations and progress;

ˇ         Submit weekly written updates to the Client’s Team Leader indicating achievements made in the previous week;

ˇ         Be prepared to complete any appropriate and additional tasks as required by the Client within the context of building capacity of the Kirkuk Municipality.
